I read some statistics on poverty which show how serious poverty is in Hidalgo County. The poverty rate here is 31.8%. Bronx County, New York has a poverty rate of 29.7% Cook County, Illinois is 15.9% and Los Angeles County, California is 17%.
What conclusions do you draw from these statistics?
